Should She Have Been Arrested?

Should it be legal for pedestrians to "hold" a parking space by standing in the middle of it?  Well, it is.  Pedestrians have the right of way.  And a Bartow County School Board member was arrested for "hitting" a 17 year old senior who was holding the space for her friend.  The board member forced her car into the spot where the girl was standing, allegedly hitting her.

Now, I don't agree with endangering anyone's person so I agree that the driver should not have acted in that manner.  But I also disagree with the 17 year old pedestrian's actions.  I don't think it's right for a pedestrian to "hold" something that is meant for a car...just like a person standing in the grocery store check out line "holding" a place for their friend with the cart that comes barging in right in front of you.
